Command Staff - OOC Responsibilities

The information below pertains to the Command staff and their Out of Character Duties.


The command staff Out of Character works as a team to review new applicants, any proposed changes to the SIM Rules, structure, wiki content, and any recommendations by Department Heads. This includes recommendations In Character and Out of Character. The ship Commanding Officer, Executive Officer, and Second Officer each review the proposed item and cast equal weighting votes to approve or disapprove said item. In the event an individual is unavailable to vote, the vote may be held for a couple of days to allow for response. In the event no response is received, the other two parties can agree to move the item forward without the third vote. In special circumstances, the Commanding Officer does have special discretion to implement small SIM policy changes or if with good reason, completely veto or approve certain propositions or applications. This is more the exception rather than the rule.



Commanding Officer

Out of Character

Every SIM requires Out of Character administration, mission development, assistance with ideas in recruitment, and well rounded discussion and viewpoints in order to remain active and “alive” for an extended period of time, especially for much larger SIM’s of players 8 or more. As such, a Commanding Officer on board the CL Dutchman SIM is a required position to help in performing the following tasks as part of the Command team, working with the SIM Executive Officer and (if applicable) Second Officer. The SIM CO is a Primary SIM Administrator Out of Character, along with the Executive Officer. The SIM Second Officer is a Secondary SIM Administrator. The Commanding Officer must primarily help in administering the SIM in the following areas:

Player Applications:
The Commanding Officer is tasked to review new player applications and weigh in with their feelings on it, as well as vote on approval or disapproval. Their vote has equal weight versus the Executive and Second Officers votes. They may also recommend areas of the applicant's bio be adjusted to be consistent and conform to Fleet and SIM requirements. If an application doesn’t receive two out of three approving votes, it’s not approved. The Commanding Officer may also weigh in on the recommended starting rank for the new player, as to what it should be and any facts that support said recommendation.

SIM Standards:
The Commanding Officer will lead in reviewing ideas for newly proposed SIM standards as part of the Command Team, and also review any current SIM standards up for reconsideration or modification. When said standard is presented, the Commanding Officer will vote approval or disapproval on the item and recommend any changes. Their vote has equal weight versus the Executive and Second Officers votes.

Wiki Content and Structure:
The SIM wiki contains all of the information that defines the SIM in every aspect thought possible by the Command Staff and recommendations from any other players. Not all content may be placed in the wiki however if the team feels it is unnecessary due to being a “given” point of cannon in the starfleet universe. Items that are decided to be placed in the wiki however, such as Department responsibilities, or duties of specific command positions on the SIM, security clearance levels and descriptions, star charts, etc, the Commanding Officer will vote approval or disapproval on the item and recommend any changes. Their vote has equal weight versus the Executive and Second Officers votes.

Mission Content and Development:
The Commanding Officer is required to be the primary source, developer, and writer of mission ideas and overall arcs for the SIM. The Commanding Officer will drive overall SIM theme and enhance it accordingly over time, developing missions that build upon one another as well as encompasses the entire crew. Mission timelines, story posts, and roles for each department in the missions will be outlined and enforced by the Commanding Officer as a mission standard. The Commanding Officer may work with other members in the Command Staff to develop other missions and ideas, and may to a light extent task them to develop a mission, or in the event someone volunteers, the COmmanding Officer may work with them in the same fashion, to develop a mission timeline and details accordingly, following the required SIM standards. The Commanding Officer is not allowed at any time to just “dump off” the responsibility of mission development primarily to anyone else on the SIM. As they write up a mission idea\arc and write up mission timelines, they must conform to the standard SIM template for writing up mission timelines and ideas. This is also followed for Sub-Missions as well. In said cases, the Commanding Officer is also expected to lead and drive these missions through the story for primary posts and define the roles for each department in the mission. They are also expected to allow time and spin off arcs for participants to further develop their ideas and department goals in additional supplemental posts, if they so choose. In the event of an Out of Character Emergency, the Commanding Officer will confer with the rest of the Command staff to transition responsibilities temporarily until the Commanding Officer is able to return “full time” to the SIM.

The Commanding Officer is required to look over the proposed content and plans for missions that are prepared by the Executive and (If applicable) Second Officers of the SIM, Out of Character. Recommendations and ideas to enhance said mission plans are welcomed, and can be incorporated. As these items are added to the mission, the Commanding Officer will ask the Executive Officer for further help and ideas in developing the added story points. The Commanding Officer will also assist in reviewing and approving or disapproving any mission ideas, along with the Executive and Second Officer, proposed by any other writers or players on the SIM, that are not part of the Command Staff. The Commanding Officer will vote approval or disapproval on the proposed mission idea and recommend any changes. Their vote has equal weight versus the Executive and Second Officers votes.

Review of Adverse actions by Players on SIM:
From time to time, there are issues with players and their behavior Out of Character as part of the SIM. While in most cases talk itself is harmless, in the event we find a SIM rule is violated, or there is a gross offense committed against the SIM or any member of it (Whether defined in the SIM rules or not), the Command staff will convene to discuss the situation and vote on whether the individual is allowed to remain as part of the SIM or not. If the individual is allowed to remain as part of the SIM, a discussion will take place as to recommended sanctions taken against the player, and put to a vote. The Commanding Officer will vote approval or disapproval on the proposed sanctions. Their vote has equal weight versus the Executive and Second Officers votes. However in extreme circumstances, the Commanding Officer may choose to evoke Executive power and remove the individual from the SIM immediately and bypass the review and voting process if they feel it is necessary. Discussion of said decision will take place after the Executive decision has been made by the Commanding Officer.

However if said recommendations are approved and added to the mission, the Commanding or Executive Officer may ask the Second Officer for further help and ideas in developing the added story points. The Second Officer will also assist in reviewing and approving or disapproving any mission ideas, along with the Commanding and Executive Officer, proposed by any other writers or players on the SIM, that are not part of the Command Staff. The Second Officer will vote approval or disapproval on the proposed mission idea and recommend any changes. Their vote has equal weight versus the Commanding and Executive Officers votes.
